What you need to measure is heat of combustion, not voltage. Voltage changes are a result of electrochemical reactions; technically you will be oxidizing the biodiesel, but this is not a traditional electrochemical reaction, it's combustion. The most important thing to do is make sure you're measuring the right property. Besides which, extreme temperatures can easily short a voltmeter, but that's an entirely different issue. What you can do, however, is construct what's called a coffee cup calorimeter, which measures the change in temperature when something is burned. The smart car has the best MPG at about 80 per gallon, but theyre wickedly impractical and tiny. The prius is prob second in line, BUT, theyre more expensive and maitenance on them is expensive. They need battery replacement after about 100k miles, which actually makes them pretty BAD for the environment, AND bad on the wallet. The best choice would be the VW TDi based cars. THey get 45+ mpg, have plenty of torque, the motors are bulletproof, and theyre not much more than the average car.
